The direct investment route was terminated in 2025 following an EU ruling. No. The previous investor-based route was closed in 2025 following a European Court of Justice ruling. The new model is not transactional and does not include a fixed investment requirement. Instead, it is entirely merit-based, recognising individuals whose work or achievements bring genuine and exceptional value to Malta or humanity at large.
Once the Maltese Government establishes specific criteria for obtaining citizenship for exceptional services, you will receive an email with all the details and explanations from our legal team.
Currently, it is no longer possible to apply for Maltese citizenship under the previous rules. The new regulations have not yet been fully clarified by the government.

Applicants must first obtain residence in Malta, then submit a detailed proposal letter outlining their contribution. This is reviewed by the Community Malta Agency and an independent Evaluation Board. If recommended, the Minister responsible for citizenship may approve the application.
