No. The previous investor-based route was closed in 2025 following a European Court of Justice ruling. The new model is not transactional and does not include a fixed investment requirement. Instead, it is entirely merit-based, recognising individuals whose work or achievements bring genuine and exceptional value to Malta or humanity at large.

Currently, it is no longer possible to apply for Maltese citizenship under the previous rules. The new regulations have not yet been fully clarified by the government.

Applicants must first obtain residence in Malta, then submit a detailed proposal letter outlining their contribution. This is reviewed by the Community Malta Agency and an independent Evaluation Board. If recommended, the Minister responsible for citizenship may approve the application.
